A New Phone for Carlos to enhance his independence

Carlos is working to become more independent, and spend time in his community on his own. In order to do that, he needs a cell phone to check in with his foster parents. Carlos hopes to buy a basic flip phone at Walmart, and load it with pre-paid minutes as needed. This would be a huge help to assist Carlos in his dreams of becoming independent.
Carlos is 23 years old and lives in OR
Carlos is a strong, motivated young man. He is currently living in a foster home for youth with developmental disabilities, and he's working hard to become more independent. Carlos is shy when you first meet him, but opens up over time. He likes to spend time with his friends, and is trying to start exercising more. Carlos hopes to one day become an auto mechanic.
