Heather's legal guardian and her guardian ad litem are requesting a cell phone for Heather, but are unable to dedicate funds to this. Due to the rural nature of Maine, day to day communication can be tricky for a child, especially with no way to communicate online. Heather has been moved from several foster home already in the two weeks she has been in care. This would help her be able to connect with her friends and guardians who she is disconnected to currently.
