A dream concert for Carlos who would give anything to rock out with Russ

Carlos recently passed his citizenship test and is officially a US citizen! He dived right into work and being the best citizen he can be. His CASA recently saw that Carlos posted about attending a dream concert! In the post, he said that he is going to start picking up additional shifts at work so that he can attend the concert in May, but we thought this would be the absolute perfect surprise to celebrate with Carlos for the incredible milestone of becoming a citizen.
Carlos is 28 years old and lives in TX
“Carlos” came in to foster care at age 17 when he had a seizure at school and there was nobody to pick him up from the ER when it was time to be released. His mother was in a deportation center and he had a history of difficulties with his step-father, so he started couch surfing. All while still maintaining As and Bs in high school. Carlos went on to graduate high school and aged out of foster care.
