Evangeline was removed from her mother's care in 2021 due to her mother's substance abuse issues. In 2024, they had a brief reunion, but Evangeline was heartbroken when the placement failed because her mother relapsed. Although Evangeline has a caring foster family, she desperately wants to live with her mother and loves her more than anything in the world. Since the unsuccessful reunification attempt, Evangeline has been struggling with focus and learning at school. Her teachers note that while she is a great friend to her peers, she often seems distant, withdrawn, and perpetually sad. Evangeline enjoys playing games, with her favorites being "Stack the Countries" online and Monopoly.

Evangeline's holiday wish is for an iPad, so she can have video calls with her mother and play games. Evangeline currently uses her foster mother's cell phone for her weekly phone calls with her mother, but longs to see her face since they are unable to have in person visits right now. Evangeline's foster mother says the only time she sees her smile is when she talks to her mother, or when she is playing "Stack the Countries" on her phone, and having her own iPad would allow Evangeline to both see her mother's face, and also to play her favorite game more frequently.
