Tyreion entered care with only the clothes on his back. It's still winter, and he could really use a jacket to keep warm on the cool days. It will likely stay cool for a while throughout the spring, so he will get a lot of use out of this jacket. Granting this wish will allow his caregivers to take him shopping and ensure that his clothes fit him well.
