Phebe has spent most of her life in foster care. She aged out at a certain age and has been working hard to live independently. Currently, she is in a program for young adults who have aged out of foster care, which helps meet some of her basic needs while she learns the life skills necessary for independent living.

Phebe is a hardworking young lady who is successfully reaching her goals. Her main focus is to work as many hours as possible each month to pay off her car and set herself up for future success. However, the government shutdown has placed a financial strain on her budget, causing her stress about how she will afford food.
