New shoes for 21 y/o Ellen who uses mass transportation

Ellen has asked for a Target gift card to help her purchase new winter boots. She currently walks and uses mass transportation, and is in need of good, warm boots!
Ellen is currently a part of our mobility mentoring program, which is helping pregnant and homeless young mothers, as well as at risk aged-out foster youth achieve economic self-sufficiency. The long-term goal is for every aged out foster youth to become self-sufficient, with their own residence, a job with a sustainable wage, ability to budget and a savings account, and general stability in their lives.
Ellen is 29 years old and lives in NJ
