Joe has been bounced around foster homes his entire life. At the age of 17, he has finally found a secure, loving, long-term home and wants to take the next step towards independence. His birthday wish is to begin his behind the wheel driver's training. Joe is afraid the cost is too high for his foster parent and feels she has done so much for him already. His behind the wheel training will allow him to complete a huge milestone in every teenagers life, getting his driver's license. It will also allow him to help his foster mom with the younger children in the house.

Joe is a very shy and quiet young man when you first meet him. Once you get to know him, he is smart, articulate, and has a lively personality. He has been in the foster system for most of his life, and just wants to be like other teenagers. He wants to get a job, go to college, and get a driver's license. Joe likes to play sports, hang out with friends, and explore the community.
