New Winter Essentials for Debbie who needs a coat that fits

Debbie recently moved from one placement to a relative home, and she is having a hard time adjusting. With the harsh winters in Washington State, no one can survive without a coat. Unfortunately Debbie's coat does not fit any longer. She would love to be able to pick out a new one as well as a fun scarf, hat, and gloves to go with it!
Debbie is 14 years old and lives in OR
Debbie is an old soul of a child, more likely to sit and observe then directly take part. Debbie has the most amazing laugh that delights all who hear it, and lifts the hearts of those around her. She enjoys little surprises, and L.O.L Dolls can bring a big grin to her face. Sometimes quiet, she seems to mull over her words, carefully choosing them, yet always saying something that brings other's close.
