Donald wants to get their driver's license. They are independent youth, and getting a driver's education course is something they will need to feel safe and responsible behind the wheel. As a foster youth, they have had to wait up until this point to get behind the wheel, so they want to make sure they are prepared. They want to make sure they understand all the rules of the road from a full perspective before attaining their driver's license, and a driver's ed course is exactly how they want to get that information.
