Joni has relatives living in different states, and she wants to keep in touch with them. Since most of her extended family is no longer nearby, it's important for her to maintain the limited family connections she has while in foster care. Having a phone would enable her to communicate with her relatives and friends easily, helping her feel more connected despite the distance.
