Franklin, the happiest, cutest baby in Texas, has been in foster care since birth. He was born with neonatal abstinence syndrome, a complex group of conditions caused when a baby withdraws from certain drugs he's exposed to in the womb before birth. Due to this syndrome, he has not hit some of his developmental milestones, including sitting up on his own or rolling over, and he suffered tremors when he was born.
