Hillary is beginning her job search and needs a reliable means of communication to do so. Having a phone will enable her to make calls and receive calls from potential employers. Currently, Hillary is in foster care in a group setting where accessing a phone can be challenging. A personal phone would make it easier for her to communicate with the people she needs to reach.
