Stephen is a vibrant and energetic little guy who has spent his entire life in the system, knowing nothing else. He adores being snuggled by his caregivers and is quite vocal, often cooing happily. Stephen loves looking at images with bright, contrasting colors, which captivate his attention and bring him joy.

Stephen has had a tough time taking to formula feeding and has tried countless varieties. His pediatrician has recommended using donor breast milk, but unfortunately, this is not covered by his insurance, and the Department has denied funding for it as it is not a covered expense. Stephen's foster parents want the best for Stephen, and with help from his pediatrician, they have found a reputable milk bank through their local health system, but it is quite costly.
