Carter and his siblings were recently reunited with their mother and are working through a trial period to see if she has made enough progress to be able to parent them on her own again. They haven't lived together as a family unit for such a long time that they need activities they can do together as a family. There is a nice water park in a nearby city that would be the perfect place to spend this family time as they get reacquainted with one another. Granting this wish would be giving Carter new memories of positive things with his mom.

Carter has dreams of being a pirate when he grows up, but he reports he will be a firefighter if he has to have a backup plan. Carter is a friendly child who likes to play Minecraft with his older brother. He likes to garden and is currently helping his foster family grow corn in their back yard. Besides his older brother, he also has a little sister who he adores and protects at all costs.
