Carter entered foster care with his mother when he was just one year old, and she subsequently left him in his foster placement. He is a lovable and affectionate boy who enjoys laughing and making others laugh as well. Carter loves watching sports on TV, especially football, and his favorite team is the Cleveland Browns. His sweet nature leaves a lasting impression on everyone he meets.

Carter recently moved and has to finish the year at a new school. He is excited because he gets to go to school with his younger brother, but he is in need of uniform shirts to start his first day.
